There isn't just one base.  For glossy inksets, MIS glop works fine as 
a base with its inks.  MIS also has a base they call "UC Base."  I 
don't think it makes a very good glossy base, but I believe it's quite 
compatible with other inksets.  The base MIS uses for Eboni-6 is a 
different base and not sold separately.  I use my "C6" base formula for 
several different inksets.

The MIS flushing fluid might be "UC base," but if it's a cleaning 
fluid, it'll have lower viscosity and not be appropriate for a base.
