you might try OnOne's Photoframe, i believe there is a trial version.

I need to add some borders and edge effects to a series of photos for a job (both B&W and Color images). I don't want to take the time to do a lot of experimenting or manual borders. 

I know there are probably lots of Actions and plugins out there that do a great job. I'm using PSCS4 on OSX 10.5.8. 

Any recommendations for good Actions or Plugins? I prefer free, but I don't mind paying for a decent plugin if it is really good, flexible and not too pricey.
