To add to the confusion I measure

Lab 97.8 0.2 1.6
with a new Eye 1 Basic normal and three sheets CRP on museum matt board.

Lab 97.8 0.1 1.8
with two sheets and black underneath.Eye 1
Lab 96.28 0.6 1.86
With a Spectrocam, that is old and usually lower on reflectance and 
higher on a b.

I think Tyler's measurement is alright.
