Thinking almost every scanner and/or printer comes bundled with the above
mentioned software (elements or limited edition) and people who are
interested in Piezography obviously own at least one scanner and printer;
using Piezography shouldn't cause any extra software investment. So, use
your favourite editing program and then print via one of the "light
versions" of Photoshop.
