Rods are available from MIS, but you have to contact them directly (they 
are not on the site),
and from any manufacturer of the testing equipment.
Hydrocote Polyshield is available directly from Hydrocote.com.  The list 
of dealers is on:

I posted this contact for UK source of Hydrocote a couple of weeks ago(I do=
n't work for them, just interested) but it was not a hot topic at the time s=
o may have been missed. 
As for application, I became interested because someone was spraying it on,=
 and gave full details, sounded good. I haven't tried it yet but intend to.
