In Elements 2, I just undock the "info" palette and use the eyedropper tool.  That displays the values.   Right-clicking the mouse brings up the sampling options (point sample, 3 by 3 average, etc.).  I hope this is what you were looking for,

Thanks for the input.  In 8 bit mode, I believe these number represent the hex values.  At the bottom of the color picker menu in PS there is, what looks like, a hex value for these numbers.  However, there is no 16 bit display that I can find.  A 16 bit diplay would, of course show two hex numbers for each channel.  So far, I can only see 8 bit.
