With PS7, my scratch files used to be in multiples of 2GB. So you wouldn't
find a 4GB file, but two (or three or four) x 2GB  files, if it ever needed
more than one. Haven't looked at my CS scratch disk lately, but I imagine
it's probably the same.

Have you defragged the drive on which the scratch files are written? I think
it needs continuous free space for each scratch file.

Have you set alternative locations for the scratch files if the first
location is full (or not defragmented)? I have one 8GB partition (on a
second hard disk) that I keep free for the scratch files. It is not used for
anything else, so it won't get fragmented (unless PS crashes and leaves
remnants of old scratch files, and I think it now clears up afterwards if it
does this).

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
