Is there a spotting medium for inkjet papers. Specifically, the 
matte finish papers, either smooth or textured.

That sounds so logical it almost embarrasses me. However, my inks are in
cartridges and on any given part of a print, the tone will be a mixture of
inks created by a curve applied to the density of the pix on my screen. Said
another way, I'm not sure I know how to do that.

Drawing pens filled with the lightest version of the inkjet ink 
hue. Staedtler Marsmatic 700 0.18 ISO for example. Stipple 
technic like old chromolithografie and like your inkjet's weaving.

If you use carts just make a print of a step-wedge on glossy paper or 
acetate.  The ink will bead up. Use the various tones of ink with 
spotting brushes. The swatch can be used repeatedly by wetting the 
brush.
