True or false?

Is it true that if you touch the chip on an ink cartridge, you've
ruined it?  And if it is true, is there any way to fix it?

just physically touching it, this is false.

if you do somehow manage to destroy the circuit there is no way to
fix it.

The only two possible harms that can come from touching it are finger oils
dirtying the contacts, and a static discharge burning out the chip. The
former can be fixed by cleaning. The latter is extremely unlikely, since
there is no path for the electricity to get through the chip to ground, in a
plastic cartridge.
