Peter,
I believe you want policies to be "convert to working space" (or at 
least "ask when opening"). Otherwise you run the risk of something 
other than the recommended ones sticking around when they shouldn't.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
