Borders in Photoshop

A quick question re selecting an image border in PS CS2 (hopefully not too off-topic).  Is 
there a way to select a certain pixel-width image border and fill that without a feather?  I 
have tried Select All, Modify -> Border, Fill -> Black but that feathers the fill (changing the 
Feather setting prior to the Fill doesn't change anything.

Steve,

Use select all and the stroke command.  You can set pixel width,  
color, and inside, outside, or center.

Try Select All, Edit>Stroke, Enter pixel width and color

new layer
control click an image later to select
 >edit>stroke>select a pixel width>select "inside">select color

or
new layer, so that you aren't working from a flattened file (so that  
you can change border color later)
 >canvas size>make  canvas size larger both width and length the  
pixel border you desire (choose multiples of 2)>select centered
then put new blank later underneath your image file layer
fill with whatever color you desire.

or
working from a flattened file
pick a background color first, this will dictate the extra canvas color
then do the canvas size thing above

Thanks to all - I was trying to recreate a fatter version of Photokit's
"Soft Black Rule Fat".  I did a Select All/Border 35px then needed a solid
15px border without feather to "thicken" the black at the edge- all followed
by a little gaussian blur.  I now have a nice little action - thanks.  One
last question:  is there a way to record (in an action) a New Layer such
that it is always at the top of the stack (so-to-speak) regardless of which
layer might be selected when the action is run?

In Elements you can do
Select>All
Edit>Stroke

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
