risizing images

Just a couple of basic questions to the group:

1. Which is the best procedure to resize an image to the final size
(i.e. the size of the printed image):

   a. Just after opening it in Photoshop and before applying any layer
to it; or
   b. In the "Print with Preview" screen, where you are allowed to
change the print size according to the paper you have in your printer?

Are the two options the same (I am thinking about reducing the size of
scanned B&W negatives)?

2. When you reduce the size of an image in the "Image" pull down menu
(therefore getting a higher ppi resolution) do you also resample the
image in order to keep it in the 360ppi range, or the higher the
resolution the better the final print (I am printing using an Epson
C86 + MIS inks combo)?
