N (top) and D( bottom) just varies the more or less high pitch notes you can get for 
example... just look at the little drawing... for example, for the Quantized random n+1... if 
N=0 you are on the left side of the little drawing, N=5, middle of the little drawing 
(maximum high pitch notes) or high CV), N=10 on the right side...

is that clear?

at least that's how I understand it? 

maybe someone else will correct if I talk nonsense...
