A-126 Frequency Shifter Low Output?

Hello, I just got an A-126 today and it seems to function as expected, except the output is 
lower than I expected.  The processed output compared to the unprocessed signal or an 
oscillator etc. is quite a bit lower in volume.  Is this normal behavior?
