If your triggers are in fact the transitions of a gate, and the gate 
length is longer than the delaytime, then a VC Slewlimiter plus a 
Comparator would do the job.

Could you describe, what the real task should be. I often find, that I 
want to do something with complicated module setups, that others solve 
with much simpler settings.
