To read the inquiry for vote you only have to be subscribed to the list. 
To be able to vote you have to be member of the group anyway - so you 
had the chance to read the inquiry anyway. You cannot vote without 
beeing member of the group. So a call for voting at muffwiggler does not 
help that much.
