I would think many people would complain if that particular interface had super low output signals. I remember earlier on with my digital recordings I was just glad to see the amplitude bar moving and not so concerned that I was getting near the max (without clipping of course). Now if your digital signal going to the interface is pretty low to begin with, adding gain at the analog out won't make it up properly since you are also boosting all the digital artifacts making them more audible. 24-bit mode helps reduce that aspect, but you do want to get the strongest possible non-distorting levels at all points through the signal chain rather than a big boost at the end if possible.
