The LFO is simply outside the working range of the Phaser. Phasers are in principle filters - so called allpass filters. Though they seem not to filter the signal at all, they have a center frequency. The lowest possible center frequency is higher than your LFO frequency. This is the reason why the LFO is not shifted.
