No, its just a bare pcb, you have to source all of the parts 
yourself, there are more than 100 components to solder in.

Yes, its running on +/-15 volts, but I have a full G3 rack of motm, 
blacet and oakley modules (all 15v) which I have made doepfer style 
front panels for and queezed into the eurocard format.
