I'm sure you could get more info than you want with google, but it's a European Union set of 
regulations that bans electronic equipment that contains parts with potentially toxic 
substances from being sold as of this summer. Because much of it won't be cherished like a 
Shaltwerk, it will eventually get thrown out and wind up contaminating the environment with 
harmful substances especially if treated like ordinary refuse.
