The only thing is, you would have to have a list 
of what each jumper was connected to and what it did!

A blank "scribble strip" (like a typical mixer) next to the switch would cover that. Loos the leds and you then just need SPDT switches and the module can be passive. You would have to provide the cables for sure. They would have to probable be long ones too to reach modules in the same cabinet. Toggle switches would be visual enough to not need LEDs. The headers on modules are sometimes On/Off functions, sometimes Choose this/Choose that functions and sometimes as entries and exits for other functions. This module would cover the bases for the first two but not the last. It could easily be a Kit module since it is just switches and headers and the PCB. As a kit, it could be just the panel, switches, and 3-conductor ribbon cables with one end having a ID connector and the other stripped and tinned leads - solder directly to the switch and no PCB at all. Very simple for even the most solder-challanged DIY'er. As Dieter said, for many modules the only real barrier to DIY is the front panel.

I have actually already DIY'd a basic (non-VC,
