You are sure the tx7 repsonds to these messages?

I seem to recall the loop parameter, on the second page of the midi
control button, having some effect on at least volume messages getting
sent.  Change it and see if you see any change in behaviour.

One thing of note: The volume slider on the VFX front panel controls
VFX volume only.  Changes on the volume page (with the data slider or
inc/dec buttons) will send a volume message externally.  

However, if you attach a CV pedal and set its function to volume, the
VFX's volume is affected, and volume messages get sent out midi (the
value set on the volume page becomes the "max" value, a percentage of
which is sent based on the position of the CV pedal).
