Hello,
I've used (but not very often) the MIDIOX program (freeware). You can download it from its website.
With midiox, you just have to open the sysex file and send it to the keyboard (send button)
Of course, you must first connect a cable between the PC midi out to the VFX midi in.
I really don't know how to do it easily if you don't have a PC.

Yes,
MIDIOX works fine.
You
can also try SOUNDLIB (I believe it's still on the file section of the group)
which is a great program to manage your sound library and compile whole
banks.
Soundlib's also able to download, and upload, banks and single patches;
works on most systems.
To
install Soundlib on XP just choose a short install path, like C:\SOUNDLIB
to make it work.
