As I wanted to check if Protel ran under WINE, I tried 
http://www.google.com and searched for "protel 99se".

It gave me many entries, including:

Protel 99se at:
http://www.altium.com/Community/Support/Downloads/Legacy/

Protel is now part of the 'Altium Designer' package, you can download 
this from:
http://www.altium.com/Community/Support/Downloads/




Perhaps you might consider checking google next time?
