Something is seriously wrong with your equipment, safety will become an issue if your cutting wheels 'tear free'. I have the same thin cutting wheel (about 1/16" thick), I've cut lots of PCB, had no problems, and it's still going nicely. Are you sure you have the proper holding fixture on the grinding wheel? The grinding wheel must have the same diameter hole as the metal blades that were on the saw.
