I use a solvent called "Goof Off" which contains xylene.  It takes off
toner, the TR foil, pretty much anything but the copper itself.
However, read the cautions before buying or using, it's nasty (but
very effective) stuff.

Then I use the green scrubby with soap again to clean the xylene off.
