As others have said Protel(Altium) and Orcad are definitely some of "the" names in the business. But there is not really any problem to use another decent sofware since gerber is the accepted standard for production, and just about any non-toy software can produce that. I don't think there is an easy answer to which is best, especially if the budget is not unlimited. Depending on the complexity a much simpler software will do, as long as you can work with it. Many design packages can also export/import from other brands, but i'm not sure how well that works in reality.
