Use your iron to heat the laminate and master, resting the sandwich on a folded newspaper, a folded piece of kitchen paper, your sandwich, and another folded piece of kitchen paper. No need to move the iron, let it rest on top for about a minute. Now take your by now very hot PCB and pass it through your laminator a few times. How many will depend on experience.
