Homebrew PCBs

Oh yeah thought of it before but almost forgot to mention power 
nibblers.  No dust and no problems, really one of the best possible 
tools for the job.

search you get many..

   The one at MicroMark isn't the cheapest since it's electric, but it 
seems to cut a relatively narrow line.
