I use a machine shop sheet metal shear that I picked up used for $75 USD. You can buy a sheet metal shear /combo (Sheet Metal Fabrication Kit) from harborfreight.com. Their fall catalog had a sale for $89.99 marked down from $189.99. Machine shop shears are the only way to go if you can afford them.
