I would suggest you look at industrial "die grinders" or otherwise known as "straight grinders". These hand held tools are at least fitted with a hardened steel ground collet. For PCB work I use a - http://bosch.cpotools.com/grinders_and_metalworking/die_grinders/1210.html Although they are over sized for the job, they are relatively cheap (for a spindle motor with a true collet) and reliable.
