Does anyone know where I can get some cheap(the operative word) RF 
materials for an antenna board?

FR4 should be fine up to 1 GHz or more.

A French firm has Teflon boards but they never answered my email or
send the CD catalog.

As I said, FR4 should be fine. I've got a mobile phone antenna made from 
FR4.
