Are you wanting to make loops or use loops? If you're cutting loops from sampled audio, I'm a big fan of Sound Forge, though any sound editor and some patience will do. If you're wanting to use loops in a creative way, Ableton Live is phenomenal (version 4 is the newest and has introduced midi - Version 3 I believe uses the same looping engine as 4). NI Reaktor can also use loops in interesting ways, but you're also paying for a modular synth environment...not one solely devoted to loops.
