    Thank you kindly!!  www.google.com returns 219 results for "mirror
screws".  Most seem to be in England but there are a few in the US.

In England the screws that you refer to are called mirror screws (cos
they are used for fixing mirrors).
There is how ever a different type which has a plastic rebated washer
that goes under the head of the screw.
Then when the screw has been fully tightened a chrome cup is clipped
over the rebated washer.
This second method I prefer. Both types in England can be purchased in
most hardware DIY outlets.

  The cap is smooth and screws into the top of the screw after the
