I've always found #600 grit wet/dry to be the best way to go.   KIDDING!
 
First try using a little auto polish (not wax!!!). This will bring the  heads 
back to looking like chrome. Also get some "Precision Electronics Cleaner"  
from Radio Shack. This stuff is great for cleaning all of the accumulated crap  
off of the headblock. Once done, a good commercial tape head cleaner should 
be  used to get all of the residue off. Then... demagnetize.
