So here's the fix for  this. It is removable.
   
So it cleaned up  nice.
   
Freshly installed  frame. Hole cover not yet  installed.
   
The paint came out  pretty good. It is the right color  white.
   
Inside...  whatever
   
I  ditched the PAL for RCA. The PAL connector was  shot.

 It sounds great!
