I always cut them off. They have two purposes. One is anti-rotational, the second is to position the pot. I've never had a problem with rotation. As for positioning, it is useful mainly during mass production where everything is predetermined (wiring, panel, and knob), and really matters only if the pot has a half-round shaft that mates to a knob (Blacet for example). One reason NOT to use the locating lug is that for DIY you may want to rotate the pot to simplify wiring. Almost all the pots I use have a 1/4-inch round shaft, so positioning doesn't matter. The pot can be in any rotation and you just line up the knob with the panel markings.
