ok, maybe my mind is wandering now also, but how close is this to something
from the old Mac app, SoundMaker's Synth-o-matic?
it seemed like a very simple process, but it converted any audio file into
Sine or Sawtooth or another waveform(selected from your own file)
Perhaps this is altogether different and just a simple resynthesis thing.
you could resynth the sound with your desired wave at every XX  period(s)
It was very simple but worked pretty well.

related or not, it sounds like a great idea!
