First, I have to say I don't do much work on Windows so I don't have experience
on how everything works there. But I've looked a whole lot on Mac operations.
Admittedly Apple is a big factor there but of course is not involved with Windows.
But Adobe & Epson have also been heavily involved with a lot of the issues too.
I.e. driver interlocks, photoshop No CM interact/interfere up and down in lots of ways.
Epson has worked really hard on the Mac to keep you from doing ICC with ABW
so I'd be really surprised that that was not true on Windows. Even when it
appears to let you in, you really can't tell what it's really doing.

-- a couple of points:
"printer manages color" does not mean no color management
(on Mac it means convert to sRGB then send to driver, unless its an older
version of OS X when it did convert to AdobeRGB then send it)
"no color adjustment" isn't the same either.

Though I’m pretty sure MAC users can work around this by converting the file to the QTR profile in PS and selecting “printer manages colour” in the printer interface.

This also required assigning to sRGB. Also needed for printing target.

A lot of this is really messy.

SO I will assume that if the problems associated to the Epson / Adobe / Apple changes since CS3, are limited to the ability to select “photoshop manages colour” in the PS printer interface and still keep the ABW mode active in the Epson driver, that windows users are unaffected. Though I’m pretty sure MAC users can work around this by converting the file to the QTR profile in PS and selecting “printer manages colour” in the printer interface.

In Windows 7 I can print from Photoshop CC using "No Color Adjustment" in the Epson driver and inserting an ICC in the Photoshop Print screen. See, for example, page 3 of http://www.paulroark.com/BW-Info/Glossy-Carbon-Variable-Tone.pdf.

Likewise, I can use an ICC with ABW printing from PS CC in Windows 7.

I believe there was a past PS and/or Windows version that did impose constraints, but my current Windows 7, PS CC setup has the settings that I need for making and using ICCs without any work-around.
