Hi Ian,

As Alan and Paul have already noted, the L* values of your 21-step target MUST be in ascending order from white to black. Looking at the numbers you posted, and not finding a target that could possibly produce that result in the QTR download, I'm going to guess that the target you used is a "randomized" one from X-rite or somewhere else. 

Try again using the target included with QTR or one like it. Applications>QuadToneRIP>CurveDesign>Images>21-step.psd 

Alternatively, drop your data into a spreadsheet and sort by L* ascending to get them in the correct order.
