Joe, Print out the 21-step target and check that it looks OK, with a good range of tones from white to black, and if you have a spectrometer, check the densities against the ideal density chart in the QTR distribution. Assuming that's all OK, your printing setup is probably fine, and your contrast issue is in the particular image you're trying to print.
