QTR-Quadtone RIP

He¹s not asserting that 3rd party inks would be illegal.  He¹s asking,
assuming ³using CIS systems are not in the cards,² what is the alternative
to (illegally) importing the carts?  At least that¹s my interpretation of
the message.
