Some batches do and some don't. The problem is sufficiently bad, combined with the yellowing problem, that Jon Cone has recently discontinued support for HPR. It's a crying shame. Of course it's always possible that the printing was on the wrong side, which is guaranteed to cause bleed on many papers. :-) F_P
