I'm not using QTR-Create-ICC but I had this error message also 
sometimes in the QTR curve creation tool. In my case the problem was 
the 51 step wedge. The noise in the measurements may be larger than the 
actual differences between the consecutive steps. After I switched to 
the 21-step wedge the problem disappeared.
