My feeling is that a smooth profile is the better profile. There can be a fair amount of variation in patch density and measurement so the averaging helps to reduce that affect. 21 steps may seem small compared to 4096 but the RGB targets are 3 dimensions so there are really only 16 steps (4096=16x16x16) in each dimension. The 21 steps are already more than that.
