QTR-Quadtone RIP

I'm no expert but I do not believe you can use QTR as a stand-alone GUI on a Mac. Also, I'm not sure if this is the cheapest but: Photoshop CS 3 and a G 4 Powerbook with 0S 10.5.# would do it.
