Abrupt step from 100 to 99% black when adjusting shadow or gamma

It seems that my stepwedges will immediately show a visible, sharp step between 100 and 99% black as soon as I do any adjustments to shadow or gamma. 0 shadow and 1 gamma looks okay, but makes the curve look very dark before linearization, and after linearization the step shows up anyway. Anyone else experiencing this? I'm guessing it's because these adjustments tend to make the black curve point almost directly downwards before it starts to flatten out. I'm wondering if a more linear black curve would make a smoother gradient in the deep shadows.
