more or less - in fact the modulation amount sliders are replicated 
in the left-hand controller section and they work more or less in 
tandem. If you set the VCO freq mod slider on the main control 
panel it is always "on".   

The settings on the left-hand panel however come only into play 
when you press that white mod button. This can also be used to 
set two different levels of modulation because they override the 
main panel settings

BTW: when you press the mod button you apply the currently 
selected LFO waveform, not just the sine

the JP-8 got two of them as well to allow different mod settings for 
the bi-timbral modes. Unfortunately there is no way to use them 
both in a single patch. IMHO the lack of a second LFO is the most 
irritating 'feature' of this awesome machine
