The voice assignment is very logical in the JP-8. There is a clear
assignment order.

POLY1
The first note you play is assigned voice 1, second note is voice 2, etc. If
you play a middle C, D, then E, you play voices 1, 2, then 3. However, if
you repeat a note within the 8 note cycle, the same voice  will be used. So
if you play C, D, then C again, you play voices 1, 2, then 1 again.

POLY2
If you only play 1 note, it will always use voice 1. If you play 2 notes,
then you always play voice 1 and 2.

Yes that's correct because that is exactly what happens, both sections work
together.

No, it is not normal. Tuning takes a few seconds, but it sounds like you've
got an abnormal startup.
