Given that you are on a small budget I'm surprised you would go with Serge
at the new prices IMHO. The TEVS is overkill if all you have is a single
voice panel. Get a TKB instead - it is a great interactive controller and
sequencer.
As for a single Serge voice panel, I don't see how you could improve upon
the Animal panel. There's some shortage in Control Voltage sources compared
to control voltage inputs. If this concerns you then a two panel system
such as Blue Voice and Blue CV are a good pair.
